The story focuses on a young adult named Atsushi Nakajima. After being kicked out of his orphanage, Atsushi accidentally stops the suicide of a detective named Osamu Dazai believing he was drowning in the river. During his interactions with Dazai, Atsushi learns he is gifted with a supernatural ability capable of transforming him into a berserker white tiger in the moonlight; this made the orphanage torture him and kick him out in the past. Dazai recruits him into the Agency and there he meets many other ability users as they tackle various cases and events taking place within the city of Yokohama, a place teeming with individuals with Supernatural Abilities.

Takemichi Hanagaki, a 26-year-old freeter, learns one day that his middle school ex-girlfriend, Hinata Tachibana, as well as her younger brother Naoto, have been killed by the Tokyo Manji Gang. When Takemichi is pushed in front of a train, he teleports exactly 12 years into the past to 2005. While reliving his middle school years, Takemichi meets with Naoto and divulges the exact date he and Hinata will die. When they shake hands, Takemichi is suddenly transported back to the present, creating a time paradox where Naoto survives and is now a detective. Naoto deduces that every time they hold hands, Takemichi is transported 12 years into the past. Using his knowledge from the future, Takemichi vows to save Hinata.

Mirai Kakehashi is a young orphaned high school student who lives with his abusive aunt and uncle after the death of his parents. One day, Mirai decides he cannot take it anymore and attempts suicide, but is saved by a Guardian Angel called Nasse, who also gives Mirai special powers. Upon learning from Nasse that his aunt and uncle were responsible for the deaths of his father and mother, Mirai uses the powers that she bestowed to him in order to enact justice upon them. This is only the beginning of Mirai’s story, however, as Nasse soon after informs him that God will retire in 999 days and thirteen candidates to replace him were selected, one of which is Mirai. To make matters worse, not only is Mirai forced to take part in the contest to decide the next God, but some of the other candidates will do anything to win, including killing all of the other candidates as soon as possible. To combat these ruthless killers, Mirai forms an alliance with several candidates who share his goal: to win the contest without killing any other competitors.
